General Phorn Nara is the Secretary General of the National Authority for the Prohibition of Chemical, Nuclear, Biological and Radiological Weapons (NACW) of the Kingdom of Cambodia. He previously (1991-2018) served as the Director of Telecommunication and Cyber Security Department of the Cambodian Ministry of National Defence, having enlisted in the Army in 1979. He fought during the Cambodian Civil War between 1979-1988, subsequently serving as the Head of Working Group from State of Cambodia to coordinate with the UNAMIC and the Head of the Ministry of Defence Working Group in charge of ASEAN and ARF Affairs from 2000 until 2012.
He obtained a BBA MIT degree from the Regent College in Malaysia in cooperation with UNITAR in 2005 and an MBA from the Charles Sturt University in Australia in 2007. He completed his doctoral degree in Political Science at the Institute of the Ministry of National Defence in Vietnam in 2017. His further qualifications include a Defense Management Course from the US (1997) and he moreover attended the Army Officer Signal School in Cambodia (1979) and the High Command and Staff College in the former USSR (1982-1985).
