His Excellency Ly Thuch has been presently serving as a Senior Minister for the Royal Government of Cambodia. He is the Chairman of the National Committee for ESCAP, Vice President of the National Committee for Disaster Management and Vice President & Secretary General of the Cambodian Mine Action and Victim Assistance Authority (CMAA) headed by Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia. Born on January 10, 1966 in Pursat Province in Cambodia, His Excellency studied Public Law at Sorbone University, and earned a MBA (Marketing & Communication) in France, and MBA from SCUPS, USA. He got intensive trainings on Advanced Management. In 2007, H.E. Thuch finished his Doctoral Degree in Business Administration from Preston University. His Excellency started his professional career in the marketing division at the GMF, in France, and joined the public service in Cambodia as the Director of the Cabinet of the Prime Minister from 1993 to 1998 and served as the Under Secretary of State at the Ministry of Environment from 1994 to 1998. He was elected as a Member of the National Assembly for Pursat Province from 1998 to 1999 and took the post of Secretary of State at the Ministry for Rural Development from 1998 until he was appointed as the Minister for Rural Development in September 2001, and led the Ministry until 2004. From 2003, he was elected as a Member of Parliament and was appointed as “the youngest” Chairman of the Commission of the National Assembly on Economy, Planning, Investment, Agriculture, Rural Development, Environment and Water Resources. His Excellency Ly Thuch has participated in various regional and international forums, meetings and conferences on the economy, social development, the environment, rural development, poverty reduction, and on security & democracy. He also has lead and hosted regional and sub-regional meetings and conferences. Dr. Ly Thuch is married to Mrs. Lean Boramy, M.D and they have four daughters. Dr. Ly Thuch is a Politician and belongs to the Cambodian People Party (CPP).
